Between 2006 and 2011, our partner David Solano Ortiz played a leading role in the elaboration of the legal framework that governs telecommunications in Costa Rica. Solano Ortiz was a member of the Commission for the drafting of the General Telecommunications Law (8642) and the Modernization Law (8660), as a consultant for the World Bank and the Ministry of Environment and Energy, in Costa Rica.

Between 2008 and 2009, as a consultant to the Vice Ministry of Telecommunications, he was responsible for writing the legal sections of the National Telecommunication Development Plan. He also participated as co-drafting of the Regulations to the Competition Regime, Regulations of the National Telecommunications Fund (FONATEL) and the National Numbering Plan. Likewise, he had active participation as an advisor in the issuance of the Access and Interconnection Regulations, Privacy of communications, Regulations to the User Protection Regime and Regulations to the General Telecommunications Law.

Between 2009 and 2011, he was involved in the elaboration of projects for the implementation of Number Portability, sectoral policies for the attention of national emergencies, resolution of the scope of fiscal obligations, and the study of legal requirements for development and infrastructure construction.

SBS has successfully processed a significant number of authorizations before the regulatory authority, and maintains legal advice for important players in the telecommunications market.
